But I've never spec'd one out myself. I know how to do all the manual work (checking clearances, proper installation, torque specs, all that), but I've never been good at specing out cams, pistons, heads, all that. So here's my proposition (and I'll probably go to a forum with this too):

The project truck I'm looking to maybe get is a 1974 Chevy CK with a freshly reman'd 454 in it (only 400 miles on the engine). I believe these engines came with a steel crank and forged rods, but they have the flat top pistons and thus, have pretty low compression (8.5:1 or so). I'm not looking to make huge power out of the engine (budget build), but would definitely want to start a solid build (read: solid, bullet proof bottom end) to use as a baseline for a higher horsepower build down the line. Does anyone have suggestions on cam/valvetrain combos and stuff of that nature, or at least maybe some forum build thread to point me to? I've done some searching, but keep happening upon the same build threads.

"budget build" haha. But maybe down the road it'd be an option. The stock iron heads (if they're the 049 or 781 heads) will supposedly flow well enough to make over 500 hp in stock form, so I'd rather not spend money on heads until if I really want to make huge hp.

Turbo it. It sorta makes low compression bad heads etc irrelevant.

I would check out Car Craft magazine site they do lots of budget builds like that.
